Commander Philip Graham

Commander Philip Graham joined the Chandler Police Department in February of 1992, shortly after graduating from Mesa Community College with an Associates of Applied Science degree in the Administration of Criminal Justice. After graduating from the law enforcement academy a few months later, he began his career as a patrol officer. He spent the first two years of his career as a solo patrol officer before accepting a position as a Field Training Officer, a position dedicated to the training and development of newly hired police officers, where he spent the next 3.5 years.

After spending a total of 5.5 years in patrol, working in all areas of the city, he accepted a position in the Property Crimes Unit as what was then known as the “Business Detective.” It was his duty to act as a liaison for all businesses within Chandler and as the case agent for all business related crimes to be investigated by the detective bureau. Due to the demographics of Chandler at the time, most of his time was spent with what is now referred to as organized retail theft and technology industry related crimes.

While Commander Graham spent most of his time in detectives within the Property Crimes Unit, he also spent a short period of time in the Financial Crimes Unit and then finished his detective career in the Persons Crimes Unit. While in Property Crimes, he was also the first detective assigned to the Multi-Agency Silent Witness Task Force. It was from the Persons Crimes Unit, however, that he promoted to Sergeant and returned to Field Operations as a patrol team supervisor in 2000. He then spent the next 18 months acting in that capacity before being assigned to the Crime Prevention Unit. He ultimately spent five years in the Crime Prevention Unit working with a team of dedicated officers in the development and administration of community based programs, such as Block Watch, CPTED (Crime Prevention Through Environmental Design), Crime-Free Multi housing, Citizens Academy, a variety of child safety programs, RAD (Rape Aggression Defense), security surveys, and the annual open house event, to name a few.

In 2006, Commander Graham was promoted to Lieutenant and returned to Field Operations as a Watch Commander. He worked in this capacity for almost a year before being selected to fill a vacant position within the Criminal Investigations Bureau. This new assignment, which last about 3.5 years, allowed him to oversee and manage the operations of the Property Crimes Unit, Narcotics Crimes Units, Gang Unit, Auto Theft Unit, Criminal Apprehension Unit, Intelligence Unit, and all of the non-sworn support staff assigned to the Criminal Investigations Bureau. Following this assignment, he again returned to patrol as a Watch Commander, where he spent the next seven years of his career. During three of those years, in addition to acting as a dayshift Watch Commander, he also managed the detention facilities and staff and all of the administrative staff assigned to Field Operations. During that time, he oversaw the development, implementation, and subsequent administration of the multi-agency detention facility shared by the Chandler Police Department and the Gilbert Police Department; a cooperative effort both unique and pioneering.

In addition to having belonged to a number of professional organizations throughout his career, Commander Graham has also taken advantage of a number of professional development opportunities, as well as, furthering his academic education. For example, in 2000, he returned to Arizona State University where he ultimately obtained his Bachelor of Applied Science degree in Operational Management. Additionally, in 2008 he attended and graduated from the DEA sponsored Drug Unit Commander’s Academy in Quantico, Virginia, as well as, graduating from the FBI National Academy in 2014, also in Quantico, Virginia.
