Arlene Schmidt
Arlene Schmidt lost a long, hard-fought battle to cancer on Monday, January 7, 2008. She was an outstanding member of the Police Department and the City of Chandler.
John McBrien
John A. McBrien passed away in November 2007 after a long battle with cancer. Following a 24-year career in the U.S. Air Force where he obtained the rank of Chief Master Sergeant, John worked for 15 years in hospital administration. John then embarked on his third career in 1991 when he joined the law enforcement family as a Planning and Research Analyst with the Chandler Police Department. John worked on the Department’s budget, capital improvement program and grant program. Thanks to John’s work, the Department was successfully awarded several federal grants that allowed the City to hire numerous additional police officers for the community.
Isaac Lowmack
Isaac Lowmack began his career with the City of Chandler in May 2001, in the Police Department, as an Operations Analyst. He was responsible for the day to day administration of the Computer Aided Dispatch (CAD) system. Isaac came to Chandler after a 30 year career as a computer professional with Greyhound Dial Corporation where Isaac had worked on everything from mainframes to PC computers. Shortly after his arrival, Chandler PD switched to a new mobile data network. His excellent organizational skills and attention to detail were a perfect fit for the task of migrating and provisioning the mobile data computers to the new network, putting as many as 8 in service in a day, while still performing his regular duties. Isaac died of a heart attack and was found in his residence on December 15, 2005.
Many police staff relied on Isaac to perform off-line data searches (i.e., data that is no longer available on CAD). In 2007 the ISAAC computer system was named in his honor that allows Police staff to do many of the searches that Isaac used to do for them.
Debra MacMillan
Debra MacMillan began her career with the City of Chandler in 1997, in the Police Department, as a Neighborhood Specialist. In her short tenure Deb definitely made her mark in Neighborhood Services Unit, with her out-going personality, quick wit and a zest for life. Deb was the kind of person who livened up a room, with just her presence. Her career and life was cut short on July 30, 1999, when she succombed to her long time battle with cancer.
Richard Charapata
Dick Charapata began his career with the City of Chandler in 1987 as a zoning inspector with the Planning and Zoning Department. He was promoted to unit supervisor in 1995 and became a member of the Police Department in 1996 when Neighborhood Services was transferred. Dick was considered the expert regarding Chandler City Ordinances. Not only did the Neighborhood Specialists rely on Dick for his guidance and interpertation of the ordinances, but officers as well called on Dick for assistance. Dick lost his life to cancer, on May 23, 2002.
